LOGODI Shares Digital Transformation and Public Administration Innovation with Hai Phong, Vietnam

LOGODI has conducted a specialized training program to enhance the digital capabilities of eight senior officials from Hai Phong, Vietnam, as requested by Hai Phong City. This program, operated from July 21 to August 3 in collaboration with Woosuk University’s Industry-Academic Cooperation Foundation, focused on sharing South Korea's experiences in digital transformation and public administration innovation with the policymakers of Hai Phong, a major port city in northern Vietnam.

Hai Phong City has been actively investing in the Fourth Industrial Revolution and digital transformation, including expanding its E-Government Platform and establishing the Intelligent Operations Center (IOC Hai Phong) to lead industrialization, modernization, and digital transformation by 2030. In response to Hai Phong's request, LOGODI has tailored the training program into three modules.

The first module, Understanding South Korea's Digital Policies, covered South Korea's digital transformation experiences, the public-private partnership-based digital ecosystem, and the introduction of the Korean Digital Platform Government. The second module, ICT-based Administrative Innovation, included sessions on data-driven policy-making, data management and information security, innovation in public officials' working methods, and the use of ICT to enhance government transparency. The third module featured visits to related governmental agencies and private sector sites showcasing DigitalTwin technology, Geographic Information Systems (GIS), smart city centers in Seoul and Daejeon, Provincial Council Hall, smart factories, CJ ENM, SK T.um, and local economic revitalization projects.

Since 2007, LOGODI has been collaborating with Vietnam's National Academy of Public Administration (NAPA) under the Ministry of Home Affairs. This partnership has significantly contributed to the spread of administrative know-how from South Korea to Vietnam. On July 15, 2024, South Korea's Minister of the Interior and Safety, Lee Sang-min, and Vietnam's Minister of Home Affairs, Pham Thi Thanh Tra, signed a Memorandum of Understanding (MOU) to further promote cooperation in public administration between the two countries.

LOGODI President Lim Sang-kyu expressed his hopes that this digital capacity-building training would significantly contribute to Hai Phong's digital transformation and administrative innovation. He also emphasized the commitment to strengthening mutual cooperation in public officials' education between South Korea and Vietnam in the future.
