
The Local Government Officials Development Institute (LOGODI) hosted the 2025 Local Administration Development Program for Developing Countries for 11 days from June 12 to 22, 2025. Unlike typical ODA programs led solely by the central government, this program was notable for its " Win-Win Official Development Assistance (ODA)" training course, having been co-designed and co-implemented with Korean local governments.
A total of 14 local government officials from four countries—Indonesia, Vietnam, the Philippines, and Laos—participated in the program. They were recommended by Korean local governments with which they have maintained active exchanges and cooperation. The participants studied Korea’s advanced administrative practices and completed a customized training curriculum designed to help them adapt and apply these practices to their own policy environments after returning home.
The program, held under the theme “Innovative Strategies and Challenges in Local Administration in the Era of Generative AI,” covered a broad range of topics reflecting participants’ interests, including public administration development, change management, good governance, and digital government strategies.
The program emphasized active participant engagement by having participants develop and present Action Plans. These plans were customized to each participant’s area of interest and professional duties. This helped to ensure that the training would contribute not only to individual capacity building but also to organizational development.
Participants also visited six Korean local governments: Eunpyeong-gu in Seoul, Daejeon Metropolitan City, Sejong City, Chungcheongnam-do, Bucheon City in Gyeonggi Province, and Jeonbuk State. They explored exemplary policies related to smart administration, local culture, and ecology.
In addition, participants enjoyed various cultural experiences, including trying on Hanbok, making traditional Korean paper (Hanji), and crafting celadon. These activities were offered in collaboration with local governments and related institutions.
LOGODI plans to continue promoting subnational diplomacy between Korean local governments and their international counterparts, and to expand practical exchanges under this Win-Win ODA model through collaborative efforts between central and local governments.
